Frivolous litigation brought by so-called “patent trolls” drains billions from the U.S. economy — money innovators must spend on lawyers rather than research and development, marketing or creating jobs.

The majority of patent troll victims are small- and medium-sized businesses who lack the financial resources to fight the trolls' bogus infringement claims.

To preserve our innovation economy, Congress should end patent trolling. To end patent trolling, Congress should:

• Require plaintiffs to be upfront and truthful about their lawsuits.
• Prevent plaintiffs from shopping for troll-friendly courts.
• Limit abuses of the discovery process.
• Provide for fee-shifting in bogus cases.
• Protect innocent end users of technology.
